The Bishop’s Mansion is located in Metropolis Square in the old city of Xanthi, in the northwest of the Metropolitan Church of St. John the Baptist. The bishop of Xanthi, Ioakeim Sgouros was the first who raised the issue of the construction of the Mansion and the replacement of the previous one, which had been declared "unfit", in a meeting of the Council of the elders in 1892. Ioakeim Sgouros was the bishop of Xanthi from 1891 till 1910, when he was transferred to the Metropolis of Thessaloniki. The bishop’s Mansion was built in 1897 with funds from the monasteries of Xanthi and contributions of the Community of the Greeks. In 1903 a fundraising was conducted in order to make repairs to the building. The local monasteries contributed again along with local tobacco workers, who deposited a days’ wage along with several citizens.
